WEST PALM BEACH, FL (DATE) – Below is a summary of the approvals and decisions made by the Mayor and City Commission meeting on Monday, November 13, 2023.
COMMUNITY REDEVELOPMENT AGENCY (CRA) – Approved two resolutions approving and assignment of design plans among 777 South Flagler Associates LLC, Kimley Horn and Associates, and the City of West Palm Beach related to the rights-of-way for portions of Chase Street, Trinity Drive, and Flagler Drive to the City; and a resolution approving and assignment of design plans among 777 South Flagler Associates LLC, Design Studio Boca LLC and the City of West Palm Beach related to the rights-of-way for portions of Chase Street, Trinity Drive and Flagler Drive to the City.
DEVELOPMENT SERVICES – Approved a resolution approving an Ad Valorem Tax Exemption, Completed Work Application for property located at 2475 South Flagler Drive; approved a resolution approving an Ad Valorem Tax Exemption Completed Work Application for property located at 310 Dyer Road; approved a resolution approving an Ad Valorem Tax Exemption Completed Work Application for property located at 225 Monroe Drive; approved a resolution approving an Ad Valorem Tax Exemption Completed Work Application for property located 202 Lytton Court; approved a resolution approving an Ad Valorem Tax Exemption Completed Work Application for property located at 809 6th Street; approved a resolution approving an Ad Valorem Tax Exemption Completed Work Application for property located at 1225 North Sapodilla Avenue; approved an ordinance after first public hearing to approve a City-initiated Elevation and Appraisal Review (EAR) based on amendments to multiple elements and to the Map Series of the City’s Comprehensive Plan; approved an ordinance after first public hearing amending the Downtown Maser Plan Urban Regulations to provide new language and text cleanups to the definitions, signage requirements and the North Railroad Avenue (NoRA) subdistrict requirements; approved an ordinance after first public hearing amending the Code of Ordinances, Chapter 78, Streets, Sidewalks and Public Spaces, Article XVIII: Parklets to revise regulations, standards and guidelines for the design construction and operation of parklets within the Downtown Master Plan area and Northwood Mixed-Use Village; approved a resolution amending the Comprehensive Fee Schedule for Parklets permits; approved an ordinance after first public hearing to change the Future Land Use designation for about half of a one-acre parcel at the corner of South Dixie Highway and Belvedere Road from Commercial to Commercial East; approved a resolution after public hearing granting a Class A Special Use Permit to allow a dock that extends more than 100 feet at 3104 North Flagler Drive; approved a resolution granting a Class A Special Use Permit to allow a dock that extends more than 100 feet at 2914 North Flagler Drive; approved a resolution after public hearing for a Class A Special Use Permit to allow a construction of a seven-slip dock accessory at the Olara mixed-use development generally located east of North Flagler Drive between Pine Street and Butler Street; approved a resolution after public hearing granting a Class A Special Use Permit to construction of a boat lift outside the middle one-third of a lot at 4417 South Flagler Drive within the Single-Family Low Density (SF7) Residential zoning district;
ENGINEERING – Approved a resolution for the temporary closure of Gardenia Street from South Rosemary Avenue to South Quadrille Boulevard for about 30 months for construction at 550 South Rosemary Avenue; approved two resolutions accepting a grant from the Department of Environmental Protection for funding assistance up to $800,000 for the Tidal Valve Adaptation Project, and a second resolution amending the Stormwater Utility Renewal Replacement and Improvement Fund to recognize the $800,000 grant; approved a resolution approving an amendment to the agreement between he City, West Palm Beach Community Redevelopment Agency (CRA) and 300 Banyan LLC for construction of City improvements in a portion of the 300 block alleyway between Banyan Boulevard and Clematis Street; approved an ordinance after first public hearing granting an Aerial Pedestrian Bridge easement to KJWPB1, LLC across Eucalyptus Street between 740 and 840 North Dixie Highway.
HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution declaring six City-owned vacant parcels as not needed for City purposes and are suitable for development of affordable/workforce housing. The properties are located at:

- 621 10th Street
- 1014 10th Street
- 427 Macy Street
- 1109 Henrietta Avenue
Approved a resolution declaring five City-owned parcels as surplus and not needed for City purposes and providing for a method of disposition through a competitive invitation to negotiate with interested parties. The properties are located at:
- 2803 Broadway Avenue
- 2813 Broadway Avenue
- 2815 Broadway Avenue
- 601 27th Street
- 611 27th Street
HUMAN RESOURCES – Approved two resolutions recognizing additional revenue and amending the full-time equivalent personnel detail of the General Fund and Waterfront District Fund for the hiring of a new full-time Security Manager.
PARKS and RECREATION – Approved two resolutions accepting a grant for $10,000 from Simply Healthcare Plans for a gardening program at the Pleasant City Youth Empowerment Center (YEC) and a second resolution appropriating the funds to integrate healthy gardening and healthy eating habits programs for students at the YEC; approved a resolution approving a Term Sheet for a ground lease with the Boys and Girls Club of Palm beach County for about 1.7 acres within Dreher Park.
PUBLIC UTILITIES – Approved a resolution endorsing the Southeast Florida Climate Action Pledge and the Regional Climate Action Plan.

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Monday, November 13, 2023.
Approved two resolutions amending the agreement between the City of West Palm Beach, Community Redevelopment Agency and 300 Banyan LLC for construction on City improvements in a portion of the 300-block alleyway located between Banyan Boulevard and Clematis Street; approved funding for Phases I and II of the project in FY 2023-2024.
Approved two resolutions transferring $40,000 to administrative expenses from the Northwood/Pleasant City Community Redevelopment Agency, and $160,000 from the Downtown/City Center District for a new Security Manager position as oversight for private security services.
Approved a resolution approving a third amendment to the Development Incentive Agreement between the West Palm Beach CRA and POTP, LLC, d/b/a Parkland on the Park to extend the completion date to March 31, 2024.
